This thesis was written in 2017, as part of my Master's degree at Fudan University.

Abstract

This research presents a non-parametric approach to measuring public sector efficiency through Data Envelopment Analysis (DEA). By integrating multiple data sources, the study establishes efficiency frontiers that benchmark organizational performance without requiring assumptions about the functional form of production relationships.

The methodology enables identification of best-practice units and quantifies potential improvements for inefficient entities, providing actionable insights for public sector management and policy development.
